Permit applications may be completed and submitted at City Hall. You may download and print a right-of-way permit application if you have Adobe Acrobat reader. Transportation System ConditionsPark Hills serves as a regional transportation hub for the intersection of Missouri Highway 8, Missouri Highway 32 and U.S. Highway 67. The City of Park Hills was consolidated in 1994 from the towns of and around Flat River and Elvins located in Saint Francois County. The city covers an area of approximately 20.4 square miles. Elevations in the city range from approximately 660 feet above mean sea level up to 1,020 feet MSL. The predecessor cities maintained over 60 miles of roadway all now within Park Hills.
